State Rep. Jim Thomas | The Ohio House of Representatives
The Ohio House of Representatives passed Substitute House Bill 2, the state’s two-year construction budget for capital projects, announced State Reps. Scott Oelslager (R-North Canton), Jim Thomas (R-Jackson Twp.), and Reggie Stoltzfus (R-Paris Twp.). The bill allocates over $4.2 billion for capital projects and an additional $717 million in one-time project funding from the Strategic Community Investment Fund.
Oelslager, Thomas, and Stoltzfus highlighted capital investments totaling $26.11 million that will impact Stark County and the surrounding region:
- $9.76 million to support the Hall of Fame Village.
- $7 million to modernize the Pro Football Hall of Fame.
- $3.2 million to expand the Akron-Canton Airport.
- $400,000 for oil and natural gas job training equipment at Stark State.
- $300,000 to expand the Canton Cultural Center for the Arts.
- $300,000 to restore Massillon Park Stream and Pond.
- $250,000 to renovate part of the Massillon Residential Addiction Recovery Campus.
- $250,000 to repair the Alliance Area Domestic Violence Shelter.
- $250,000 to revitalize the Alliance YWCA Headquarters.
- $250,000 to enhance Canal Fulton Community Park.
- $250,000 to upgrade Legacy Park Amphitheater.
- $250,000 for improvements at Canton Memorial Civic Center.
- $250,000 to rehabilitate Faircrest Park.
- $250,000 for improvements at Metzger Park.
- $250,000 to renovate First Ladies National Historic Site.
- $250,000 to rebuild Jackson Township Park Athletic Fields.
- $250,000 for improvements at Fasnacht Park.
- $200,000 for a multipurpose building at Whispering Grace Horses and Freedom Farm.
- $200,000 to modernize Canton Palace Theatre.
- $200,000 for Canton EN-RICH-MENT Arts Education Center construction.
- $180,000 for Silver Park Ice Rink and Memorial Park Splash Pad improvements.
- $175,000 for developing Canton Domestic Violence Shelter enhancements.
-$175,000 for Hartville Quail Hollow Park enhancements.
-$150,000 updating McKinley Presidential Museum
-$1500 renovating canton total living center ensuring vulnerable ohioans continue receiving critical resources such as groceries laundry services
-$150 establishing osnaburg township community park fostering opportunities community members engage outdoor recreation enjoy ohio's natural beauty
-$150 developing pegasus farm education wellness center prioritizing veteran health well-being

-$100 enhancing lawrence township park encouraging outdoor community recreation
-$75 renovating portion massillon museum honoring community history
-$50 supporting canton museum art uplifting arts northeast ohio
-$50 upgrading serving area military sam center supporting ohio veterans ensuring access critical resources
-$30 rehabilitating genoa one room school preserving piece community history generations come
-$20 rehabilitating jackson township one room school preserving piece community history generations come
-$15 providing sound system louisville second friday events enhancing experience community members;
-$10 modernizing technology other equipment jewish community canton generating efficiency competing everyday tasks
“Ohio is our home,” said Oelslager. “From workforce to tourism...I am confident these investments will spur transformational change.”
“This wide array of projects will strengthen communities across Stark County,” said Thomas.
“This funding will enhance all that Stark County has to offer,” said Stoltzfus.
Statewide capital investments include:
-$600 million School Building Program Assistance Fund;
-$400 Public Works Commission Local Public Infrastructure State Capital Improvement Program;
-$397.6 higher education projects around state
Substitute House Bill 2 awaits a signature from Governor.
